Bottom line up front: in an office reinstatement, cleaning is the last job before the landlord's inspection. The reinstatement contractor strips the fit-out and makes good the walls, ceiling and floor first. The cleaning crew then removes the dust and dirt that work leaves behind. Cleaning does not remove paint, adhesive or cement. Your tenancy agreement sets what the landlord expects.
TL;DR
- Read the reinstatement clause first. It sets the condition the landlord expects, and it is the document the inspector uses.
- Cleaning comes last, after the contractor and any repainting, and before the inspection.
- Cleaning removes dust and dirt. Paint, adhesive and cement residue belong to the contractor.
- Leave a buffer day between the clean and the handover inspection.
- Check the provider's NEA licence before you sign.
What is office reinstatement?
Reinstatement means handing the unit back in the condition your tenancy agreement requires. For many offices that means taking out what the tenant added: partitions, extra cabling, glass fit-outs and special flooring, then making good the walls, ceiling and floor. Some landlords accept the unit as it stands. Others want it returned to bare shell. The clause is different in every agreement, so the clause decides the scope.
Where does cleaning fit in the reinstatement sequence?
Cleaning follows the dirty work. Booking it earlier means paying for a clean that the next trade undoes.
| Step | Who | What happens |
|---|---|---|
| 1. Read the clause | You | Confirm what the landlord requires and the handover date |
| 2. Strip the fit-out | Reinstatement contractor | Partitions, cabling and added fittings removed |
| 3. Make good | Contractor | Walls, ceiling and floor repaired, debris cleared |
| 4. Repaint where required | Contractor or painting service | Touch-ups or full repaint to the agreed finish |
| 5. Handover cleaning | Cleaning crew | Dust and dirt removed from every surface in the unit |
| 6. Inspection | Landlord or managing agent | Joint walk-through against the clause |
What does handover cleaning cover?
The brief is to leave an empty unit clean enough to pass a walk-through. Our scope for an empty office covers:
- floors vacuumed and mopped, with skirting wiped
- window glass and window tracks
- air-con grilles and vents wiped
- pantry cabinets, inside and out, sink and counter
- washrooms: bowls, urinals, basins, mirrors and floors descaled and cleaned
- doors, door frames, handles and light switches
- glass partitions, if the landlord allows them to stay
It is the same empty-unit approach we use for move-in and move-out cleaning, scaled to a commercial floor.
What does cleaning not remove?
This is where most handover disputes start. Cleaning removes dust, fine particles and dirt. It does not remove:
- Paint splatter and paint stains. Ask the contractor, or book a touch-up with our painting service.
- Adhesive left after carpet tiles or vinyl are lifted. This is the reinstatement contractor's job.
- Cement residue and grit. The contractor clears it in step 3.
- Silicone offcuts. The trade that applied it removes it.
Get the contractor to confirm in writing that these are done before the cleaning crew arrives. Otherwise the inspector lists them against the clean.
Does the floor need a machine scrub before handover?
Only if the clause or the inspector calls for it. A standard handover clean vacuums and mops the floor. If tile, vinyl or epoxy has gone grey or marked from years of use, a machine scrub is a separate job. Our floor scrubbing service is quoted on its own, and it should be done before the final mop so the finished floor is dry and clean for the inspection.
When should you book handover cleaning?
Book the date when the contractor gives you a firm finish date, and set the clean for the day after it. Leave a day between the clean and the inspection. If the inspector lists items, you have time to fix them without moving the handover. Ask any provider whether a return visit after the inspection is included, and get the answer in writing.
What should you prepare before asking for a quote?
- the floor area and floor types, and a rough layout
- the number of washrooms and pantries
- the reinstatement clause, or at least the cleaning wording in it
- the handover and inspection dates
- building access hours, including any limit on night or weekend work
We see the unit, you show us the clause, and we send a fixed price with the full scope in writing. Our in-house crew brings the equipment and chemicals. If you are also deciding how to clean the new premises, see part-time vs contract office cleaning.

Frequently asked questions
What is office reinstatement?
Reinstatement means returning a rented office to the condition your tenancy agreement requires when the lease ends. That can include removing partitions, cabling and added fittings, and repairing walls, ceilings and floors. What is required differs by landlord, so the clause in your agreement decides the scope.
Is cleaning part of office reinstatement?
Usually it is the last step. The landlord or managing agent inspects the unit after the works are done, and a clean unit is part of what they check. Check your agreement for any cleaning wording.
Can a cleaning company remove paint, adhesive or cement from a reinstated office?
No. Cleaning removes dust, fine particles and dirt. Paint splatter, cement residue and adhesive left after carpet or vinyl is lifted are the reinstatement contractor's work. Paint touch-ups can be booked as a separate painting job.
When should handover cleaning be booked?
After the last trade has finished and cleared its debris, and before the landlord's inspection. Leave a buffer day between the clean and the inspection, and ask whether a return visit is included if the inspector lists items.
